I think that the number of available ladies in the higher segment (looks & brains) is limited and the number of agencies is too large for that. To be able to earn a nice living, you will automatically have to lower your recruitment and selection requirements. Then it quickly becomes average, but since most men are also average, it is not so noticeable very quickly.

Personally, I would like to try a number of agencies and ladies to discover the top ladies, but the safe sex protocols at many agencies regarding oral sex unfortunately hold me back.

The ladies of Uppclass International look very attractive in the pictures. Maybe I'll take a look there.

That makes sense, but I get the impression that escorts at Dutch high class agencies have been becoming less attractive (on average) over time. Maybe the number of agencies has increased, so that the elite ladies are spread out over more agencies? Or is there something else at play? I agree with Peters. I have been a client at AVG for 20 years now and have never been disappointed by their service. In the very rare occasion that a date didn't work out I have always been compensated. The points is though that the cost are a lot higher. I am curious about your selection method then.

Professional independent escorts with their own website have slightly lower rates, but not by much. It can be convenient to communicate directly with the girl, but the agency also comes with advantages (more choice, recommendations).

I know a couple of girls from an ad I placed on sexjobs.nl (sugar daddy section). I expect other websites to give similar results (suikermaatje.nl for example). My experience is that it is hard to find the complete package. Oh if only I could have the superpower of knowing which of the girls I see in public are available for paid sex.
